The second argument corresponds to the piped name of a normal link:
{{link with edit link|Ruby|the Ruby programming language}}
[[Ruby|the Ruby programming language]]
the Ruby programming language edit
You can even use it with categories. Just remember not to include the entire normal [[:Category:]] stuff that you would use with a category. Instead, just include the :Category part.

[[Ruby|:Category:Ruby]]
You may want to give it a better title, if you find the default ":Category:Ruby" link text to be ugly:
